Headed "Government / To the People's Commissar of the Building / Materials Industry / Comrade L.A. Sosnin." In full, "A shortage of cement and roofing materials is delaying the start of the work associated with ferrous metallurgy reconstruction in the Donets Basin. I request that you issue instructions to ship to the Narkomstroy in the Donets Basin absolutely all the cement and roofing materials planned for March from the Amvrosiyevka, Georgian, and Armenian plants, the Bolshevik plant, and the Kuybyshev, Murom, Voskresensk, and Sukholozhsk plants. I ask that you keep me informed of your directives."

Walter S. Dunn, Jr. writes in "The Soviet Economy in the Red Army, 1930-1945" (Westport, CT, Praeger Publishers, 1995), in part, "Further delay in full scale military production resulted from the loss of industrial capacity and the source of raw materials including coal and iron ore when the Germans overran the Ukraine in the summer of 1942. The Don [Donets] Basin was a major source of coal and iron ore. Many of the iron and steel plants were located there, close to the source of basic materials äó_"
