Historical Background
The Pay Table handled the military finances for the colony of Connecticut during the American Revolution. Also known as the Committee of Four, its members at different times included Oliver Ellsworth, Jedidiah Huntington, William Moseley, Hezekiah Rogers, Jesse Root, Thomas Seymour III, Fenn Wadsworth, Eleazer Wales, Ezekiel Williams, Oliver Wolcott Jr., and Samuel Wyllys.

Ezekiel Williams (1729-1818) was born in Lebanon, Connecticut, and moved in 1752 to Wethersfield, where he became a successful merchant. In 1760, he married Prudence Stoddard. He served as sheriff of Hartford County from 1767 to 1789 and as a member of the Committee of the Pay Table from 1775. He also served as a member of a committee in charge of prisoners of war in the state and became commissary of prisoners in 1777. His younger brother was Declaration of Independence signer William Williams (1731-1811).

Jonathan Trumbull (1710-1785) was born in Connecticut and graduated from Harvard College in 1727. He studied theology and received an A.M. in 1730, but became a merchant with his father in 1731. He served as a delegate to the General Assembly from 1733 to 1740, and as colonel of a Connecticut regiment during the French and Indian War. Trumbull served as deputy-governor of the Colony of Connecticut from 1766 to 1769, Governor of the Connecticut Colony from 1769 to 1776, and first Governor of the State of Connecticut from 1776 to 1784. He was the only colonial governor to join the Revolutionary cause. George Washington declared Trumbull to be "the first of the patriots."

Elijah Hyde Jr. (1735-1800) was born in Franklin, Connecticut. In 1757, he married Mary Clark (1738-1813), and they had at least ten children. They settled in Lebanon, where he was a close friend of Governor Jonathan Trumbull. In October 1776, the Assembly appointed Hyde as major of the Second Regiment of Light Horse. Hyde also represented Lebanon in the General Assembly.

Gamaliel Babcock (1749-1785) was born in Lebanon, Connecticut. He served in the commissary department in the Continental Army. He died of consumption in Windham, Connecticut.

John Lawrence (1719-1802) served as treasurer of the colony and then the state of Connecticut for twenty years from 1769 to 1789. During the Revolutionary War, he was also commissioner of loans for the United States.
