In full, "Gentlemen, the Commissioners of the Customs having transmitted to us a Copy of your petition respecting Duties paid by you on certain Glass in November 1769, and having directed us to examine into this matter & report thereon - We think it would be proper you should furnish us with a Sample of such Glass for our Inspection, the better to enable us to form a Judgement for our Report."

Charles Dudley was the Collector of Customs and John Nicoll was the Comptroller of Rhode Island. Aaron Lopez, Joseph Wanton, and William Wanton were Newport merchants. There are references to the sale of a "looking-glass" and "pieces of glass" in the account books of Aaron Lopez. In the 1772 Newport tax list, the two top taxpayers were "Aaron Lopez" and "Joseph and William Wanton." All three were prominent in the slave trade.
