A fine content typed manuscript, unsigned but with numerous holograph corrections and emendations in blue pen throughout, four pages, 8.5" x 11", [Washington], May 18, 1981. A speech titled "Talking Points: Reception for the Advertising Council May 20, 1981", stapled at top left and in fine condition. Impeccable provenance as this item comes from the files of Helene von Damm (b. 1938) Reagan's longtime personal secretary and later Ambassador to Austria, gifted to our consignor her White House assistant.

Reagan opens with complimentary words: "…Nancy and I are very pleased to welcome you to the White House. You may not know this, but the Advertising Council is a pretty popular group with my Administration. In fact, you might be too popular…I just saw a list of nearly half my cabinet who will be speaking to you tomorrow. That means that while you're getting your briefings, I won't be..."

Continuing in a more serious vein: "...But that's all right. By the time we've given you all the latest information on spending and taxes, we may just ask you to go up on Capitol Hill with the word that I'm still hanging tough for a good tax bill as I was for the spending cuts…I salute you and your organization as you begin your 37th Annual Conference, and may I add, simply, thank you for all you have done for America…Your public work has provided an indispensable source of communication between our Government and the American people. Your ad campaigns have educated, motivated, united and improved the qualities of our lives. Your have demonstrated what the American spirit of volunteerism is all about…That spirit flows like a deep and mighty river through the history of our Nation. But in recent years we've seen it recede as Government has steadily expanded its own influence over the economy and personal lives…"

He continues: "…I was very gratified to hear that…you are planning to take action…together with the National Association of Broadcasters, you are preparing a giant public service ad campaign to educate Americans on the need to improve productivity…let me pledge to you right now the full and enthusiastic support of our Administration…When this happens, we'll not only restore strong productivity, we'll reduce inflation, and save the American dream we all love…[and] give this economy back to the American people...America's revolutionary gift to the world is the idea of individual freedom...Albert Einstein, one of the greatest geniuses of all time, probably summed it up best when he said: 'Everything that is really great and inspiring is created by individuals who labor in freedom…'".

This early speech reflects the economic principles that become known as "Reaganomics," and which can be distilled down to the following objectives: increase defense spending, decrease the federal budget and slow the rate of government growth, reduce income and capital gains taxes, reduce governmental regulation, and reduce inflation. It was delivered just three months before Reagan signed the Economic Recovery Tax Act of 1981 (in August), which brought reductions in individual income tax rates, the expensing of depreciable property, incentives for small businesses, and incentives for savings. Five years later, Reagan introduced the Tax Reform Act of 1986 which brought the lowest individual and corporate income tax rates of any major industrialized country in the world.

Unless otherwise indicated, we do our own in-house worldwide shipping!

Applicable shipping and handling charges will be added to the invoice. We offer several shipping options, and remain one of the few auction houses who proudly provides professional in-house shipping as an option to our clients. All items will ship with signature required, and full insurance. Most items are sent via Federal Express, with P. O. Box addresses being sent through USPS. We insure through Berkley Asset Protection with rates of $.70 per $100 of value, among the lowest insurance rates in the industry. Our shipping department cameras document every package, both outgoing and incoming, for maximum security. In addition, we compare our shipping and handling rates against those of other auction houses, to ensure that our charges are among the lowest in the trade.

Upon winning your item(s), you will receive an invoice with our in-house shipping and handling fees included. ***We will ship to the address as it appears on your invoice. If any changes to the shipping address need to be made, you must inform us immediately.***

International shipments: In order to comply with our insurance provider, all international shipments will be sent via Fed Ex and customs paperwork will show a value of $1.00. International buyers should contact our office directly with any questions regarding this policy.

Third Party Shipping Option: If a third party shipper is preferred, the buyer is responsible for contacting them directly to make shipping arrangements. For your convenience, we have provided some recommended shippers. For your protection, we will require a signed release from you, confirming your authorization for us to release your lots to your specified third party. At that point, our responsibility and insurance coverage for your item(s) ceases. Items picked up by third party shippers are required to pay Connecticut sales tax. Items requiring third party shipping due to being oversized, fragile or bulky will be denoted in the item description.
