A fine content typed manuscript with Reagan's numerous holograph emendations and corrections in pencil throughout, four pages, 8.5" x 11", [Washington], June 9, 1981. Titled "Final Draft…Reception: Non-Federal Supporters of Economic Program June 11, 1981." Stapled at top left and in fine condition. Impeccable provenance as this item comes from the files of Helene von Damm (b. 1938) Reagan's longtime personal secretary and later Ambassador to Austria, gifted to our consignor her White House assistant.

Reagan opens: "…My goodness, I never even got an ovation like that when I was George Gipp," then crosses it out. He goes on in a more serious vein: "…Nancy and I have been looking forward to meeting you today…You know back around the turn of the century, an English gentleman named Samuel Butler remarked that the advantage of doing one's praising for oneself, is that one can lay it on so thick -- and in exactly the right places. Well, I did come to give generous praise, but not to myself…I came to pay tribute to you -- the new Superstars of American grass roots politics. You represent a cross-section of Americans from all backgrounds and different regions of the country…Thanks to your efforts in supporting the Gramm-Latta spending resolution, you gave all our people a tremendous victory. Not a victory for one party, but for more bipartisan cooperation, and for less inflation, and for a Government that, finally, will being living within its means again. The bottom line is that millions of Americans are renewing their faith in our political system…"

He continues: "…Now, before you start feeing too good, let me warn you you're not getting out of here scot-free. We need your help with another, vital, bipartisan piece of legislation…We absolutely must have an across-the-board, three-year, 25 percent rate reduction for every American taxpayer…There is one thing we can prove - what they've been doing for the last few decades hasn't worked and never will. I don't think it automatically follows that those who brought about our present economic mess, are simply by virtue of having done that, now best qualified to clean it up...We're asked to believe their proposal is more compassionate to working people. But their proposal won't match the built in tax increases they themselves are responsible for…That's why the ultimate goal of everything we're trying to do is to give this economy back to you the American people…Help us to pass these incentives so we can help you. We want nothing more than to turn you loose so you can make the 1980's the most exciting, successful decade our Nation has ever known…".

The same day that Reagan delivered this speech, June 11, 1981, he also gave remarks at a White House reception for the RNC, stating, in the same spirit: " …I know you've heard some of the arguments that they're using over on the other side about why we shouldn't do this, and you've probably run into some of them yourself. And when they do, just tell them that our true choice is not between tax reduction on the one hand and avoidance of large Federal deficits on the other. An economy that's stifled by restrictive tax rates will never produce enough revenue to balance the budget, just as it will never produce enough jobs or enough profits. And when they try to argue that one with you, remind them that's what John F. Kennedy said when he passed his 2-year, 23-percent tax cut. It wound up with an increase in personal savings, an increase in investment, an increase in productivity and jobs, and even an increase in the total amount of revenues that the Federal Government received at the lower rates. And that's what we think is going to happen when we get our tax cut across the board…".

The Recovery Tax Act of 198 was passed two months later, in August 1981.

All items will ship with signature required, and full insurance. Most items are sent via Federal Express, with P. O. Box addresses being sent through USPS. We insure through Berkley Asset Protection with rates of $.70 per $100 of value, among the lowest insurance rates in the industry. Our shipping department cameras document every package, both outgoing and incoming, for maximum security. In addition, we compare our shipping and handling rates against those of other auction houses, to ensure that our charges are among the lowest in the trade.

Upon winning your item(s), you will receive an invoice with our in-house shipping and handling fees included. ***We will ship to the address as it appears on your invoice. If any changes to the shipping address need to be made, you must inform us immediately.***

International shipments: In order to comply with our insurance provider, all international shipments will be sent via Fed Ex and customs paperwork will show a value of $1.00. International buyers should contact our office directly with any questions regarding this policy.

Third Party Shipping Option: If a third party shipper is preferred, the buyer is responsible for contacting them directly to make shipping arrangements. For your convenience, we have provided some recommended shippers. For your protection, we will require a signed release from you, confirming your authorization for us to release your lots to your specified third party. At that point, our responsibility and insurance coverage for your item(s) ceases. Items picked up by third party shippers are required to pay Connecticut sales tax.
