On December 6, 1776, Connecticut Governor Jonathan Trumbull and the Council of Safety met and resolved, “There being a large fleet of men-of-war and transports at a little to the westward of New-London Harbour, and their design not being known, it was determined to be a prudent step to remove the Continental and Colonial property at New-London, up to Norwich, and also to take a quantity of wheat on board a ship in New-London, commanded by Captain Kennedy, for publick use; and Captain Ephraim Bill, Jabez Perkins, and David Mumford, of Norwich, are appointed and desired to assist Mr. Shaw in taking and removing said wheat to the mills, to be floured, and the Continental and Colonial ships’ stores, &c., to the places of the greatest safety that can be up Norwich river, and to secure the same as well as they can.”

Jabez Perkins III (1728-1795) was born in Norwich, Connecticut, and bought land in the area in 1749. From 1757 to 1766, he was associated in business with his cousin Simeon Perkins. He was one of the leading patriots of the town and became contractor and dispenser of public stores. In 1776, the General Court authorized Perkins to purchase ammunition for the two guns of Connecticut’s man of war. In 1777, Governor Jonathan Trumbull ordered him to oversee the distribution of three hundred bushels of salt to the inhabitants of Connecticut. Perkins served as an assistant to Governor Trumbull throughout the war and was a member of the Perpetual Council of Safety. He married Anna Lathrop (1730-1785) in April 1751, and then Lydia Avery (d. 1819) in 1786.
