REVOLUTIONARY WAR. Manuscript Document Signed, "T. Seymour” and “Wm. Pitkin”, for the Committee, 1p front and verso, 8.5” x 5”, Hartford, May 23, 1776. Additionally signed on the recto by John Lawrence, “John Lawrence Esq”, as Treasurer. Docketing and endorsement on verso. Flattened folds with minor separation at edges, toning, stray pen mark at bottom left, ink show-through, else near Fine.

The document, in full, “Pay to Titus Hosmer Esq. Comtee. For procuring Arms for use of the Colony the Sum of Sixty pounds money to be improved for that purpose and Charge the Colony”. Verso is signed by Titus Hosmer, who pens, in full, “Pay the Contents to Mr. Isaac Gleason on Account for Thirty Guns manufactured by him & the Bounty thereon”.

Thomas Seymour (1735-1829) was a central figure in Hartford and boasts a long list of accomplishments during his lifetime. After graduating from Yale, he served as the King’s Attorney in 1767, and after the Revolution as the State’s Attorney. During the Revolution he was commissioned a Captain of Militia in 1773, promoted to Lt. Col. in 1774, and led three regiments of light cavalry to aid the Continental Army in New York in 1776. Seymour also served as Head of the Committee of Pay Table.

Politically Seymour represented Hartford at the General Assembly at 18 sessions between 1774 and 1793, serving as Speaker 5 times. Between 1793 and 1803 he was annually elected to the Connecticut Senate (then the House of Assistants) and after Hartford’s incorporation as a city in 1784, he became the first mayor, serving in that position until his resignation in May of 1812.

Titus Hosmer (1736-1780) was an American lawyer from Middletown, Connecticut. He was a delegate for Connecticut to the Continental Congress in 1778, where he signed the Articles of Confederation.

John Lawrence (1719-1802) was treasurer of the Colony and later the State of Connecticut from 1769 through 1789. During the war he was commissioner of loans for the new nation.

William Pitkin (1725-1789) was a military and political leader during the Revolution and was elected to Congress in 1784.
