President Nixon White House signed letter and signing pen. He makes it easier for Federal land to be approved for wildlife conservation purposes and be transferred to the Department of the Interior or to state agencies at no cost.


Typed Letter Signed "RN" as President, 1 page, 6.5" x 9". Blind embossed presidential seal at top center. The White House, October 3, 1972. To Congressman R. Lawrence Coughlin, Washington, D.C. Blank corners toned. Housed with the 5.25" inch, facsimile "Richard Nixon" signature on the barrel mentioned in the letter accompanying it. In a 10" x 13" x 1.25" wooden display case, worn black frame. In apparent fine condition.



In full, "Recently I signed H.R. 13025, an Act to amend the Act of May 1948 with respect to the use of real property for wildlife conservation purposes. I am pleased to enclose a pen which I thought you might like to have as a memento of this legislation becoming public law."


This Act amends the Act of May 19, 1948 with respect to the use of real property for wildlife conservation purposes. The 1949 Act had said "Where the disposal agency having jurisdiction of the property determines that the property is chiefly valuable for wildlife conservation purposes, and if the head thereof determines that the property is available for wildlife conservation purposes, he may approve its disposition for such purposes." In 1972, by this amendment to the act, the word "chiefly" was removed from the law.


By the Transfer of Certain Real Property for Wildlife Conservation Purposes Act of May 19, 1948, the General Services Administration may transfer, at no cost, parcels of Federally owned real property suited for wildlife resources (such as migratory birds, upland game and animals) to the Department of the Interior or to State Agencies via Public Benefit Conveyance procedures for management and administration. By the 1972 amendment, to be approved for wildlife conservation purposes, the property has to be determined to be valuable for wildlife conservation purposes, not "chiefly valuable."
