Single page, 14.25" x 19.75". Dated "Washington, June 25, 1822". Signed by James Monroe as President as "James Monroe"and countersigned by John Quincy Adams as "John Quincy Adams" as Secretary of State. Bold, clear signatures appointing Henry Dearborn " our Envoy Extraordinary. . . at the Court of His Most Faithful Majesty the King of the United Kingdom of Portugal Brazil and Algarves." Affixed blind embossed seal. Damp staining and toning with a touch of slight haloing of ink.

President Monroe and Secretary of State John Quincy Adams send Henry Dearborn, esteemed Revolutionary War soldier, statesman, and ex- Secretary of War, to function as "Envoy" with the power and authority to "act for an in the name of the United States…" for matters concerning "the general commerce between the United States and the United Kingdom of Portugal …" .

Dearborn had served in the Revolutionary War under Benedict Arnold in the expedition to Quebec; his journal provides an important record of this military campaign. After being captured and exchanged, he later served in George Washington's Continental Army and was present at the British surrender at Yorktown. Dearborn served on General Washington's staff in Virginia. He was U.S. Secretary of War under President Thomas Jefferson from 1801 to 1809, and served as a commanding general in the War of 1812.
