The Washington, D.C.-based photographer Fred Schutz, active 1913-1965, specialized in large-scale and panoramic photographs of White House receptions, parades, and other ceremonial events. The unusually generous size of this cabinet photo is perhaps a legacy of Schutz's familiarity with large-scale photography.
