Edmund Randolph succeeded Thomas Jefferson as U.S. Secretary of State under 1st U.S. President George Washington. Randolph served in this capacity between January 1794 and August 1795. Prior to that prestigious appointment, Randolph served as 1st U.S. Attorney General, keeping the peace between Jefferson and Alexander Hamilton. Eventually, Randolph represented Aaron Burr during his 1807 treason trial.

John Miller Russell (1768-1840) was the son of a Boston merchant. After President Washington announced Russell's appointment as U.S. Consul to St. Petersburg in an address to the U.S. Senate on November 21, 1794, Russell traveled to the capital of the Russian Empire. Empress Catherine II refused to see the American envoy because she did not recognize America's new independent political status.
