Guillaume-Mathieu, Comte Dumas, was a French career military officer, had been deployed to America during the Revolutionary War, where he served as the Comte de Rochambeau's aide-de-camp from 1780-1783. During the Napoleonic War period, Dumas served as Joseph Bonaparte's War Minister in Naples in 1806.

A 1p partly printed and partly manuscript document in French signed by Dumas (1753-1837), an important French veteran of the Revolutionary War, as "C.te Dumas" at lower right. September 7, 1810. Paris, France. Secretarially inscribed watermarked laid paper with "War Ministry / State Councilor, General Director / General Direction of Reviews & Military Conscription" printed letterhead, and tipped into a slightly larger stock mount. Twice date-docketed and glossed in and near the left margin. Expected flattened folds. Isolated stains and a former collector's pencil inscriptions. The mount has gently wrinkled or cropped corners. Else near fine and very legible. Overall measures 8.625" x 13.5."

Dumas, in his role as State Councilor, General Director of Reviews & Military Conscription, sent this missive to French War Minister Henri Jacques Guillaume Clarke, Duc du Feltre. Dumas indicates that he has received the War Minister's dispatch, along with the enclosed "lettres de service" - or memoranda relating to personnel or military assignments - that he promises will be forwarded to Bonneville, Dumas's subordinate. In addition, Dumas promises to also forward the paperwork to the Inspector of the 18th Division.
