Typed Letter Signed "Brezhnev," as Leader of the Regional Party Committee of Dnipropetrovsk, 1 page, 8.25" x 11.75", Dnipropetrovsk, July 21, 1949 to Nikita Khrushchev, then First Secretary of the Communist Party of Ukraine, petitioning him to authorize a celebration in honor of the 50th anniversary of the "Artem Dnipropetrovsk Mining Institute." File holes and tears along left margin do not affect text, contemporary ink stamps and notations, light creases, else fine.

Brezhnev writs in full: "The 50th anniversary of the oldest higher mine-engineering institution of learning in the Ukraine... the Artem Dnipropetrovsk Mining Institute that was founded in 1899... will be celebrated on October 12, 1949. The many years of the institute's operation are inextricably linked to the development of the mining industry and mining science, as well as the training of engineering personnel for our country's mining industry. The institute's scientists are pioneers in a number of original areas of mining science. Independent scientific institutions have evolved from the institute over the course of its development: the Dnipropetrovsk Metallurgy Institute, the Dnipropetrovsk Chemical-Engineering Institute, and the Institute of Physical Chemistry. The ranks of the institute's alumni include approximately 200 professors and senior research associates who work at various Soviet Union institutions of learning and scientific institutions. Over the course of its existence, the institute has given the nation more than 5,000 mining engineers, 4,340 of whom were Soviet specialists during Soviet times. Taking into account the distinguished service of the Dnipropetrovsk Mining Institute during the development of the mining industry in our country, we ask that you resolve to commemorate the 50th anniversary of the institute by holding an anniversary celebration and a scientific session, and that you support our petition for a ceremony to bestow a medal on the institute and to grant its staff members government awards."

Following the Second World War, Brezhnev was installed as General Secretary for the region of Dnipropetrovsk before becoming a deputy of the Supreme Soviet of the Soviet Union. In 1952, Stalin appointed him to the Central Committee of the Communist Party. A protégé of Nikita Khrushchev (the two first met during the Second World War serving on the Southern Front together), Brezhnev would rise to great prominence following the death of Stalin. Ironically, he would help lead the push to remove Khrushchev from power in the early 1960s.

The mining institute in Dnipropetrovsk, founded in 1899, is known today as the National Mining University of Ukraine and has an enrollment of approximately 16,000 students. Eastern Ukraine is also the site of several significant uranium deposits.
