Bill Clinton TLS On "affirmative action" Policies In Arkansas & Pennsylvania For "minority owned businesses."

TLS, 8.5" x 11", Little Rock, Arkansas, dated October 25, 1989, and written on "State of Arkansas / Office of the Governor" stationary and addressed to Gloria Staggs (O'Donnell). O'Donnell was a member of his original campaign for Congressman in the mid-70s and later during his governmental years in Arkansas. Following O'Donnell's role on Clinton's Arkansas campaigns, the two would remain pen pals well into his presidential years and beyond. This letter comes directly from her collection. Accompanied by the original envelope.

The TLS reads:

"Dear Gloria:

I appreciate your note. You are right that there are currently problems in the vocational technical training system in this country. We need to put more emphasis on training basic skills and technologies as opposed to spending long periods of time educating people on how to handle equipment that will be outmoded in two or three years.

Regarding your question about affirmative action money for minority owned businesses, Arkansas has such a program but I am not aware of whether Pennsylvania does. Currently the federal government requires that ten percent of all federal contracts be given to minority contractors. I am aware that the State of Pennsylvania has a very elaborate small business development program and probably has programs to help businesses such as yours. You should get in touch with the Office of the Governor of the State of Pennsylvania.
