The War of 1812 was fought by the United States of America and its indigenous allies against the United Kingdom and its allies in British North America, from June 1812 to February 1815. War was waged both on land and at sea, with the Royal Navy imposing an effective blockade on US trade. The war finally came to an end with the signing of the Treaty of Ghent, which was negotiated with the help of five U.S. commissioners: John Quincy Adams, Henry Clay, James A. Bayard, Sr., Jonathan Russell, and Albert Gallatin. In the United States, the cost of the war was $105 million, with the national debt rising from $45 million in 1812 to $127 million by the end of 1815. The government was able to cut some of these debts by selling bonds and treasury notes at large discounts, but the U.S. economy still took a heavy hit. Nevertheless, the war highlighted the need for a strong Navy, and Congress passed a law in 1816, an "Act for the gradual increase of the Navy".
