Pinckney Charles 1757 - 1824 Very scarce Charles Pinckney Constitution signer South Carolina government document
This 2-page bifold document, partly handwritten and partly printed by W.P. Young, contains a smaller paper insert at center tied with a canary yellow ribbon. Front and back pages have "Curteis & Sons 1803" watermarks, and front bears embossed paper and wax state seal at center left. An allegorical print appears at the top of the front page, depicting Liberty and Soldier bearing two plaques emblazoned with South Carolina state mottoes. Signed by South Carolina Governor Charles Pinckney along left side of front page near seal, and by South Carolina Secretary of State Stephen Lee, Jr. at bottom of front page. Front and back pages each measure 10.25" x 16.5", insert measures 8" x 13.125". In very good condition with expected wear including wrinkles and folds. Small tear located near bottom gutter, and minor loss to back page right top and bottom corners. Insert page with overall toning.


This government document issued by South Carolina Governor Charles Pinckney on November 17, 1807 from Charleston, SC proclaims the appointment of his new Secretary of State Stephen Lee, Jr. The document reads in part: "To all to whom these Presents shall come. Know Ye, That Stephen Lee Junr. Esq. whose Certificate is herewith annexed is Secretary of the State of South Carolina aforesaid". The inner page is signed by Secretary of State Stephen Lee Jr. at center right and certifies to the American citizenship of George Alexander Wylie.

Charles Pinckney (1757-1824) was a signer of the U.S. Constitution and the 37 th Governor of South Carolina. Pinckney was a lawyer by profession, but enlisted as an officer in the Continental Army. Pinckney was taken as a prisoner-of-war when Charleston surrendered to British forces in 1780. The war veteran joined the Continental Congress after the war ended. His proposed "Pinckney Plan" shaped the form and content of the final U.S. Constitution, but determining to what extent is difficult. According to James Madison and other framers, Pinckney exaggerated his contributions, but most historians agree that the South Carolina delegate was one of the more influential. During his later political career, Pinckney would serve in the South Carolina and U.S. Congress as well as represent Thomas Jefferson's government in Spain.

This document was issued during Pinckney's third tenure as Governor of South Carolina, from 1806 to 1808. Ever concerned with access to political representation, Pinckney advocated for universal white suffrage and more equitable congressional redistricting.
