The article on the Lincoln's plan is entitled "The Emancipation Scheme of the President. A Missouri Senator Advocates It. Great Speech of Hon. Mr. Henderson", and reads in part: "In the United States Senate on Thursday, Hon. Mr. Henderson, of Missouri, delivered the following great speech, on a resolution, now before Congress, extending the aid of the General Government - in accordance with the plan of President Lincoln, set forth in his recent message - to those States which desire to emancipate the slaves within their border. The speech, in addition to its rhetorical merits and its statesmanlike treatment of the question, claims particular attention from the fact that its author is a Senator from a slave state, and one whose views on political questions, before the present rebellion broke out, were at variance with those of the present Administration…"

John B. Henderson (1826-1913) was appointed as a U.S. Senator in January 1862, following the expulsion of Trusten Polk. Despite being from a slave state, he co-authored and co-sponsored the Thirteenth Amendment which ended slavery in the United States. During the impeachment trial of Andrew Johnson, Henderson along with six other Republican senators, voted for acquittal. Later in his career, he was appointed by Ulysses S. Grant as a special U.S. attorney to prosecute those involved in the Whiskey Ring.
