A souvenir copy of the "Congressional Record, Proceedings and Debates of the 92d Congress, First Session," Vol. 117, No. 100, signed by U.S. Senator from Massachusetts Edward Kennedy (1932-2009) as "Ted Kennedy / 1971" in blue felt tip pen near the masthead. The issue reproduced the content of Kennedy's testimony before the Foreign Relations Committee concerning U.S. relations with China. 3pp, paginated and double-sided. The stamped docket "Office of / Senator / Edward M. Kennedy / Washington, D.C. / Sep 14 2 54 PM '71" is found on the reverse of the fourth page. Expected wear including light paper folds, staple holes, and isolated minor rust stains, else near fine. 8" x 10.5."

Senator Kennedy had delivered testimony before the Foreign Relations Committee five days earlier, on June 24, 1971, in which he lobbied the U.S. Senate to pass Senate Resolution 139 in order to improve American relations with the People's Republic of China. In his historical overview of the diplomatic situation between the countries since the 1950s, Kennedy called the lack of relations/acknowledgment "a suspended war" by which the U.S. pretended that China didn't exist or that it was controlled by Taiwan. This was not a fruitful policy; as Kennedy remarked: "Tragically, the world's oldest civilization and the world's most modern civilization, the world's most populous nation and the world's richest and most powerful nation, glare at each other across the abyss of nuclear war…"

Kennedy campaigned for three things in Senate Resolution 139: China's immediate admission into the United Nations; a separate listing of China and Taiwan in the United Nations; and China's admission with no conditions, even if there were outstanding policy disagreements. Kennedy believed that this gesture of conciliation would usher in a détente. Yet it would be another two years, in May 1973, before diplomatic relations were formally established between the two countries.

Edward "Ted" Kennedy served as a U.S. Senator from Massachusetts between 1962 - 2009, having been elected eight times in nearly 50 years.
