George Graham (1772 - 1830) was Madison and Monroe's Secretary of War ad interim from October 22, 1816 to December 9, 1817. After exploring a portion of eastern Texas as a special agent of the War Department in 1818, Graham returned to the nation's capital to become president of the Washington branch of the Bank of the United States (1819 - 1823). He left the bank in 1823 to serve as Commissioner of the General Land Office of the United States, dying in office in 1830.

The Land Act of April 24, 1820 abolished the credit system that enabled settlers to make deferred payment on their land and reduced the per acre purchase price from $2 to $1.25 with the entire amount to be paid at the time of purchase. The smallest purchasable unit of land was fixed at 80 acres.
