SC Newspaper with Ad for Slave Who "will claim to be a free negro captured in Virginia"

An issue of the "Carolina Spartan" newspaper during the Civil War, with ads concerning runaway slaves. 1 sheet, measuring 16.5" x 24", Spartanburg, South Carolina, dated December 3, 1863. Published by William H. Trimmier, Volume XX, No. 36. The issue includes a message from the Governor on the recent losses at Port Hudson, Vicksburg, Chattanooga, and Morris Island. There are also articles on news from the West and of the liberation of prisoners from Johnson Island. There are two reward ads for runaways as well as notifications for deserters from the Confederate Army. With flattened folds, creases, edge tears, chipping, and small holes and paper loss. Light toning throughout with a few ink stains. Overall, very good.

The runaway slave ad read as follows:
"$50.00 REWARD. RUN AWAY from the subscriber on the 4th instant, my negro man ALLEN. Said boy is Copper Colored, about 5 feet 3 inches high, and weighs about 150 pounds, 43 years of age, has stammering speech, front teeth bad, and will claim to be a free negro captured in Virginia. When last seen he was at Boiling Springs. The above reward will be given…"

The Fugitive Slave Act, passed in 1850, allowed for slaveholders to capture any escaped slave in the northern states and return them to their home in the South, with the forced cooperation of northern officials and citizens. A consequence of the act, however, was the "Reverse Underground Railroad", which was a practice in which slavers would kidnap people in free states who were not only fugitive slaves but freed blacks as well. Those kidnapped could be sold back into slavery or "returned" to a master to gain a reward. The Act contributed to the growing polarization of the country over the issue of slavery. It was one of the factors that led to the American Civil War. In 1861, Congress enacted the Confiscation Act, which banned anyone from re-enslaving captured fugitives, and the Fugitive Slave Act was formally repealed in June 1864.
