Samuel Adams, signer of the Declaration of Independence from Massachusetts who was an organizer of the Boston Tea Party, signs this fantastic Military appointment as Governor Adams.  The appointment was for James Warner to “Captain of a Company in the first Regiment of the first Brigade Fourth Division of the Militia of this Commonwealth, comprehending the County of Hampshire.”  This military appointment dates from a climactic period of the Whiskey Rebellion, the resistance movement in what was then the western part of the United States. Derived from a 1791 excise tax on the namesake beverage, the Whiskey Rebellion was rooted in the westerners dissatisfaction with various policies of the eastern-based national government. Though it had started in 1791, George Washington’s patience had run its course by 1794 with the president issuing a proclamation on August 7, 1794, calling out the militia and ordering the disaffected westerners to return to their homes. Washington's order mobilized an army of approximately 13,000 troops, with the president himself leading the troops to suppress the uprising. Among those men was Captain Warner, following the orders laid out here by Adams.
