Samuel A. Otis, 1st Senate Secretary, ALS regarding 9th Session of Congress

 

1p ALS with integral address leaf inscribed overall and signed by Secretary of the U.S. Senate Samuel A. Otis (1740-1814) as "Sam A. Otis Secy" at bottom right. Dated April 21, 1806 from the Senate in Washington, DC. The cream watermarked bifold paper is docketed and has traces of its red wax seal visible on the second and third blank pages. Expected paper folds and a few discolored spots, else near fine, each page measuring 7.625" x 9.375". Accompanied by an engraving of Otis with facsimile signature laid onto a larger sheet measuring 8.875" x 12".  From the Collection of Charles Forbes. Comes with Forbes' original typewritten filing folder pencil dated January 7, 1955, and a photocopy of Forbes' bookplate.

 

Samuel A. Otis, in his capacity as Secretary of the U.S. Senate, transmitted three copies of reports from the first session of the 9th Congress to acting New Jersey Governor Joseph Bloomfield (1753-1823).

Samuel A. Otis was the 1st Secretary of the U.S. Senate, serving between 1789-1814.Otis fulfilled all of the administrative duties of the U.S. Senate, including record-keeping and correspondence. The Harvard University educated merchant had been a quartermaster of the Continental Army, a Massachusetts delegate to the 2nd Continental Congress, and Speaker of the Massachusetts House of Representatives.

 

Joseph Bloomfield was a Revolutionary War veteran, lawyer, and politician. He fulfilled multiple roles in New Jersey state government, ranging from the attorney generalship to serving as mayor of Burlington. Between 1803-1812, Bloomfield served as Governor of New Jersey. 

 

The 9th U.S. Congress convened in Washington, DC between March 1805-1807. President Jefferson oversaw a Democratic-Republican majority in both the House and Senate. During this time, the United States won the 1st Barbary War, the Lewis & Clark expedition reached the Pacific Ocean, and the boundaries of Michigan territory were outlined.

 

Ex-Charles Forbes Collection. Forbes purchased this piece in 1949, making it 60 years since it has appeared on the market.
