"In the name of God, the Most Compassionate, the Most Merciful? Revolutionary Command Council?

Decision Number: 2442?

Date of Decision: 17/8/1980

Decision

Based on the provisions of paragraph (1) of Article Forty-Eight of the Provisional Constitution, the Revolutionary Command Council, in its session held on 17/8/1980, has decided the following:

First: A technical committee shall be formed, called "The Technical Committee for the Automobile Manufacturing Project." This committee shall be affiliated with the special committee assigned by the Revolutionary Command Council's Decision No. 233 dated 28/2/1980. The committee's composition will be determined by the Minister of Industry and Minerals and will be headed by a Director-General with the appropriate experience and expertise. The technical committee will be responsible for conducting technical and economic studies, making recommendations related to the automobile manufacturing project, studying plans, and setting rules for all stages of design, construction, operation, and production, related to the development of the industry and minerals sectors.

Second: The Minister of Industry and Minerals shall issue the necessary instructions to facilitate the implementation of this decision.

Third: This decision will be enforced according to its provisions and content.

Fourth: This decision will be published in the official gazette, and the concerned ministers will be responsible for executing it.

Saddam Hussein
President of the Revolutionary Command Council"

At the time this decree was issued, Iraq was undergoing a period of rapid modernization driven by high oil revenues following the oil boom of the 1970s. Saddam Hussein's regime embarked on numerous large-scale industrial projects aiming to diversify the economy, strengthen Iraq's infrastructure, and establish self-sufficiency in various sectors, including heavy industry, petrochemicals, and transportation. This initiative, likely influenced by the broader geopolitical situation in the Middle East, as Iraq was preparing for the outbreak of the Iran-Iraq War (1980-1988), influenced the production of vehicles that could support both civilian and military needs.
