Ronald Reagan as CA Gov. SP Re: Governor's Survey On Efficiency & Cost Control
Archive
An assembled group of items relating to Ronald Reagan (1911-2004), future 40th U.S. President, then in his role as Governor of California. The lot consists of a large color presentation photo signed by Reagan, a snapshot of the gift recipient, a personalized California license plate, and the original transmittal envelopes, for a total of five items. Overall very good to near fine, with individual condition issues listed below. The largest item, an envelope, measures 15.375" x 11.875."

The archive relates to one of the most well-known Reagan initiatives implemented during his first term as Governor of California (1967-1971): the creation of the Governor's Survey On Efficiency and Cost Control, issued by executive order in 1967. This bipartisan task force was made up of private citizens like our gift recipient, Mildred N. Knoll of West Sacramento, California. Members were entrusted with evaluating current policies and practices and making cost-cutting recommendations across government agencies, including those regulating social programs, public health, transportation, emergency services, education, agriculture, industry, infrastructure, veterans' affairs, motor vehicles, parks and recreation, and human resources. The fiscally conservative Reagan's ultimate goals were to improve efficiency, reduce waste, and lower government spending, which the task force helped him achieve with some success.

The lot is comprised of:

1. A presentation photograph of Reagan enclosed within a custom cream mat signed by him as "To Mildred / In appreciation and / with my Thanks / Ronald Reagan" at lower right. The mat is printed "To Members of The Governor's Survey / On Efficiency and Cost Control / 1967" at center and bears an embossed metallic "Seal of the Governor of the State of California" at lower left. The glossy color photograph of Reagan has a sight size of 7.25" x 9.375." Expected light wear to the photograph surface including gentle wrinkles. The bottom edge of the mat has been taped. The overall size of the mat is 10.625" x 14.25."

2. A 3.25" x 4.25" color snapshot of the presumed gift recipient, Mildred N. Knoll, showing her proudly displaying the Reagan signed photograph as well as the "Thanks" California license plate. Minor wear/loss to the surface.

3. A striking black and yellow unused California license plate manufactured by inmates of the Folsom State Prison in conjunction with the Prison Industry Authority. Featuring two specialized panels, the one on the left reading "Governor's Survey / On / Efficiency and / Cost Control" and the one on the right reading "Presented by / Governor Ronald Reagan / to / Mildred N. Knoll / 1967." Pristine. 11.875" x 6."

4.-5. The two original transmittal envelopes once containing the Reagan signed photograph and the California license plate, both addressed to Mildred N. Knoll, the larger postmarked September 1, 1967 from Sacramento, and the smaller postmarked October 13, 1967 from Sacramento. The license plate envelope bears a Ronald Reagan facsimile signature. Expected weathering. The larger envelope is heavily taped and has some scattered stains and inscriptions, else good, 15.375" x 11.875."
