A fine content annotated manuscript with 105 words in Reagan's hand as President, Washington, March 5, [1981]. Reagan makes notes about the responses of members of the House who attended "The President's March 5th Breakfast in the State Dining Room for the Conservative Democratic Forum." A blind-embossed paperclip impression at top left with a few dots of rust thereat; margins exhibit a bit of wear; folds at top right corner. Otherwise very good. Impeccable provenance: this item comes from the files of Helene von Damm (b. 1938), Reagan's longtime personal secretary and later Ambassador to Austria, and was gifted to our consignor, her White House assistant. 2pp. 8.5" x 11".

Next to or below individual names, Reagan comments on the reaction of nine of the thirteen Representatives who attended:

Regarding Charles Whitley (Mount Olive, North Carolina), Reagan writes: "Non-committed - Will take a look at the G.-L. Bill when he returns."

Regarding Tom Bevill (Jaspar, Alabama): "It was 4 AM in New Zealand…Interested in coal gasification plant. Will be supportive of my goals."

Regarding Carroll Hubbell (Mayfield, Kentucky): "Concern in Henderson about synthetic fuel plants…"

Sam Hall (Marshall, Texas): "He's for it - Against Jones. Thinks we have...Dem. votes."

Regarding Ed Jenkins (Jasper, Georgia): "…Has talked to Gramm constantly and likes Budget conditions. He has problems with tax cuts. Feels in 83884 if deficits are greater we'll have trouble getting further interest cuts…".

Glenn English (Cordell, Oklahoma): "Won't support Jones bill."

The Jones Bill was a Democratic budget bill approved by the House Budget Committee under the guidance of James Jones, Democrat, Oklahoma in March, 1981. Among other things, it proposed fewer spending cuts in social programs, and Reagan did not support it.

The Latta-Gramm Bill, on the other hand, proposed a Republican budget with more budget cuts to curtail federal spending. The President's victory in this House budget fight was decisive: not a single Republican deserted his party, while 63 Democrats abandoned theirs to support Latta-Gramm.

The day after this breakfast, Reagan gave a news conference about "…a proposed reduction of non-defense personnel in the Federal Government. Under this plan we will replace the temporary hiring freeze with new, permanent ceilings that will reduce Federal employment by nearly 33,000 this fiscal year and another 63,100 in 1982 compared to the personnel projections of the last administration. In just 2 years these reductions will save the taxpayers $1.3 billion." (reaganlibrary.gov).
