1p, 8.625" x 13", Single Page DS, dated August 17, 1980 and Signed in full by Saddam Hussein in red ink. With paper loss to top, notes in pencil on bottom and four whole punched sides.

The document, translated from Arabic to English reads:

"In the name of Allah the Merciful

Revolution Leadership

Resolution No. / 1217

Date of Resolution / 7/8/1980

Based on the provisions of Paragraph (A) of Article 42 of the interim constitution, the revolutionary command council in its session held on 8/17/80/19, decided the following.

First, a full-time technical body called (Technical authority for the Automobile Industry Project) is linked to the special committee formed under Revolutionary Command Council Resolution No. (323) on 2/2/1980 and its formations are determined by the Minister of Industry and Minerals and headed by a general manager with expertise and competence. Technical and economic studies and taking the necessary measures to prepare the project requirements. Technical Hamala applies in its work the provisions contained in the Law of the General Organization for Industrial Design and Construction of the Ministry of Industry and Minerals and other exceptions included in it. Secondly, the minister of

Industry and Minerals may issue the necessary instructions to facilitate the implementation of this decision secret. 

Third it does not occur with texts that contradict the provisions of this law.

Fourth, this decision shall be published in the official Gazette and the competent ministers shall implement it.
