Rare 1700 Scottish Broadside Taxing Liquor "...four pennies upon each pynt of Ale and Beer"



The petition has been placed into a blank book with marble paper covered boards and leather tipping, measures 7" x 11", boards are detached. Broadside measures 6" x 10". 


In part, the petition of Elgin reads, "To his Grace His Majesties high Commissioner, and the right honourable Estates of Parliament. The petition of the Magistrats and Town Council of Elgin: That your petitioners in Office did before the Revolution commence the Building of a most convenient Harbour, which is altogether necessary for Trade, there being little safety by any Harbour in Storms on the Murray Firth. But our people falling Poor, partly by our Towns being the through-gate of the Forces before the year 1691, and partly by the late extraordinary Dearth, we are not able for want of Fonds to bring it to perfection. Our Town, with acquiescence of the inhabitants, obtained gift from the late King, of Plack upon each pynt of Ale & Beer sold and retailed in anno 1687, for the space of seven years after . . . May it therefore please your Grace and the right honourable the Estates, to grant to your petitioners and our successors in Office, and Impower us to uplift four pennies upon each pynt of Ale and Beer, sold and retailed within our Burgh, Colledge [sic] and old Milns and the Liberties thereof, as is contained in our former Gift, for the space of seven years, commencing at Candlema, next 1701, to be imployed for the uses before-mentioned, by the . . . of our burgh, by the direction of the Mastrats and Town Council for the time being. And your petitioners shall ever pray."

Applicable shipping and handling charges will be added to the invoice. All items will ship with signature required, and full insurance. Most items are sent via Federal Express, with P. O. Box addresses being sent through USPS. We insure through Berkley Asset Protection with rates of $.70 per $100 of value, among the lowest insurance rates in the industry. Our shipping department cameras document every package, both outgoing and incoming, for maximum security. In addition, we compare our shipping and handling rates against those of other auction houses, to ensure that our charges are among the lowest in the trade.

Upon winning your item(s), you will receive an invoice with our in-house shipping and handling fees included. ***We will ship to the address as it appears on your invoice, unless you inform us otherwise, immediately upon your receipt of invoice***

Third Party Shipping Option: If a third party shipper is preferred, the buyer is responsible for contacting them directly to make shipping arrangements. For your convenience, we have provided some recommended shippers. For your protection, we will require a signed release from you, confirming your authorization for us to release your lots to your specified third party. At that point, our responsibility and insurance coverage for your item(s) ceases. Items picked up by third party shippers are required to pay Connecticut sales tax. Items requiring third party shipping due to being oversized, fragile or bulky will be denoted in the item description.

After payment has been made in full, University Archives will ship your purchase within 5 business days following receipt of full payment for item.Packages shipped internationally will have full value declared on shipping form. International buyers will be responsible for any customs fees incurred.
