WILLIAM HOWARD TAFT (1857-1930) Partly Printed Document Signed "Wm. H. Taft" as President and "J.M. Dickinson" as Secretary of War, 1p, 15.25" x 18.75". Washington, D.C., May 19, 1911. Completed in calligraphy. On parchment. 2" -diameter blind embossed blue "War Office" seal affixed at lower left. Military vignettes at top center and across the lower portion. Affixed to heavy board of same size with light glue show-through. Fine condition.

In part, "Know Ye, That reposing special trust and confidence in the patriotism, valor, fidelity, and abilities of Irving J. Phillipson I have nominated and by and with the advice and consent of the Senate do appoint him First Lieutenant of Infantry in the service of the United States..."

Irving J. Phillipson (1882-1955), West Point Class of 1904, served as Division Inspector, 36th Division, with the Allied Expeditionary Forces in France, under the command of Gen. John J. Pershing, from February 6 to August 20, 1918. Promoted to Lieutenant Colonel, 142nd Infantry, U.S. Army, on September 3, 1918, he saw action as part of the 4th French Army, Champagne Offensive, October 6-17, 1918; from October 14-18, he commanded the 144th Infantry. Lt. Col. Phillipson transferred with the 36th Division to the First American Army, October 28, 1918, and was promoted Colonel, 143rd Infantry, the next day. At Brizeaux, Meuse, he commanded the 143rd to November 15, 1918, four days after the Armistice. Phillipson was promoted to Brigadier General in 1938 and Major General in 1941.
