Typed Letter Signed “Harry S. Truman” as President, one page, 7” x 9”. On pale green White House stationery but written “At Key West, Florida,” March 24, 1950. To Hon. James E. Webb, Department of State, Washington, D.C. Oval receipt stamping “Under Secretary / Mar 27 1950 / Department of State.” Fine condition.

In full, “Thanks for yours of the 20th, enclosing me a copy of Postwar Foreign Policy Preparation. I am more than glad to have it, and will try to find the time take a look at it.”

Ferdinand Kuhn reported in the March 26, 1950, edition of “The Washington Post,” in part, “The State Department published a new batch of wartime documents yesterday showing, among other things, that the Great Power veto in the United Nations was of American, and not Soviet, origin. The documents form part of a 725-page book entitled ‘Postwar Foreign Policy Preparation,’ written by Prof. Harley A. Notter of the Bureau of United Nations Affairs. The book is an elaborate record compiled at President Truman’s request over the last four years, of what the State Department was doing in the war years to plan for peace…” A photocopy of Kuhn’s article is present.

James E. Webb served as Truman’s Director of the Bureau of the Budget from July 13, 1946 to January 27, 1949, and as his Under Secretary of State from January 28, 1949 to February 29, 1952. He was NASA Administrator from 1961-1968.
