President Cleveland commissions a future Navy Commander

GROVER CLEVELAND (1837-1908) Partly Printed Document Signed " Grover Cleveland" as President and " H.A. Herbert" as Secretary of the Navy, 1 page, 15.5" x 19". Washington, D.C., November 9, 1894. Completed in manuscript, lightly penned. On parchment. 2.25" -diamater blind embossed blue seal of the War Office affixed in the lower center. Naval vignettes. Folds. Very Good condition.

In part, "Know Ye, That reposing special Trust and Confidence in the Patriotism, Valour, Fidelity, and Abilities of John M. Poyer I have nominated and by and with the advice and consent of the Senate do appoint him a Lieutenant Junior Grade in the Navy..."

Congress was not in session when President Cleveland made this appointment; hence, the above cross-out. The 53rd Congress reconvened for its Third Session on December 3, 1894, and Cleveland reappointed Poyer Lieutenant Junior Grade with the advice and consent of the Senate. In 1898, President William McKinley promoted Poyer to Lieutenant. John M. Poyer (1861-1922) eventually rose in rank to Navy Commander. He served as Governor of American Samoa from 1915-1919.
