President Andrew Jackson Signed Department of the Treasury Document Dating from the Bank War!

 

1p document signed by President Andrew Jackson (1767-1845) as "Andrew Jackson" at lower right. Recorded at Washington, D.C. on May 6, 1833. The cream bifold paper is in very good to near fine condition. Expected paper folds, including some closed tears along these folds. Moderate toning throughout and isolated foxing, each page measuring 7.875" x 9.75".

 

With untouched spelling:

 

"Washington May 6. 1833.

 

I hereby authorize Asbury Dickins, Cheif Clerk in the Treasury Department, to perform the duties of the Secretary of the Treasury during the absence of that officer from the seat of Government.

Asbury Dickins (1780-1861) had served as Chief Clerk of the U.S. Department of the Treasury since 1829, and was thus able to substitute for then acting U.S. Secretary of the Treasury Louis McLane (1786-1857). Alas, McLane's temporary absence from the Treasury Department in early May would soon become permanent. By the end of May 1833, McLane was transferred to the Department of State because he resisted Jackson's anti-U.S. Bank policies.

 

This memorandum dates from a time of frequent turnover in the U.S. Department of Treasury, and the middle of the so-called Bank War (1832-1836). Jackson and other states' rights partisans mistrusted large institutions like the Second U.S. Bank, then run by its president Nicholas Biddle (1786-1844). To Jackson and his Common Man Democrats, the Bank represented both federal interference and the evils of socio-economic elitism. Jackson schemed to weaken and dismantle the Bank, and even vetoed the bill proposing a renewal of its charter in 1832.

 

After U.S. Treasurer McLane's transfer in May 1833, William J. Duane (1780-1865) filled the role for all of four months before Jackson appointed future U.S. Supreme Court Chief Justice Roger B. Taney (1777-1864) to the post. Jackson's fourth U.S. Treasurer Levi Woodbury (1789-1851) had more staying power; he served for 7 years during both the Jackson and Van Buren administrations.

 

Asbury Dickins went on to serve as Chief Clerk of the U.S. Department of State for several years before acting as official secretary of the U.S. Senate between 1836-1861.
