Lincoln Abraham 1809 - 1865 President Abraham Lincoln acknowledges the appointment of the Consul General of Portugal

Partly Printed Document Signed "Abraham Lincoln" as President and "William H. Seward" as Secretary of State, 1 page, 17" x 14". Completed in manuscript. Expertly mended on verso with folds expertly reinforced. Washington, September 30, 1862. Dark contemporary penciled note in upper right: "Exeqr & Commn handed to / Mr Hayward 15th Oct 64." Docketed in unknown hand on verso in pencil "Antonio M. da Cunha / Sotto Maior / 30 Sept 1862." Scalloped edged blind embossed paper Seal of the United States affixed with red wax at lower left. Light folds and creases. Tan water stain at blank lower edge which can be matted over. Very good condition.

In part, "Satisfactory evidence having been submitted to me that Antonio Maria da Cunha Sotto Maior has been appointed Consul General of Portugal for the United States of America, I do hereby recognize him as such, and to declare him free to exercise and enjoy such functions, powers and privileges as are allowed to the Consuls General of the most favored Nations in the United States..."

Included is a photocopy of a July 1865 newspaper article "To the Editor of the New-York Times" from Sotto Maior transmitting an English translation of a resolution passed unanimously by the Portuguese Parliament in May 1865 which "regrets most deeply the event which has lately thrown into mourning the sons of a great nation, by the assassination of the President of the United States, Mr. Lincoln, a martyr to his duty..." In 1869, Soto Maior was appointed Portuguese Charg’é d'Affiars in Washington.
