The Northwest Boundary Commission was created in 1857 to work to establish the boundary between the U.S. and British North America while marking the Washington Territory. James J. Archer (1817-1864) had served in the Mexican War prior to joining the regular army as a captain in the 9th U.S. Infantry. He served in the Pacific Northwest, but when the Civil War broke out, he resigned his commission and joined the Confederate Army. Archer was promoted to brigadier general on June 3, 1862, and served at Cedar Mountain, Second Bull Run, Antietam, Sharpsburg, Fredericksburg, Chancellorsville, and Gettysburg. He was captured at Gettysburg and spent a brief time at Johnson's Island before being exchanged in the summer of 1864. He returned to command his old brigade at the Siege of Petersburg, but his health deteriorated and he died in October of that year.

Charles G. Harker (1837-1864) served in the Oregon and Washington territories with the 9th U.S. Infantry prior to the war. He was then assigned to train new recruits for the Union army before being promoted to 1st Lieutenant of the 15th U.S. Infantry. Soon after he was appointed colonel of the 65th Ohio Infantry under Brigadier General Buell. He served at the Battle of Shiloh, the Siege of Corinth, Perryville, Stones River, Chickamauga, Chattanooga, and Missionary Ridge. At the Battle of Kennesaw Mountain, he was mortally wounded and died on June 27, 1864.
