Haley, thanking him for his no vote on the Nedzi-Whalen amendment and concerning future amendments to bring an end to American involvement in Indochina. In fine condition with expected folds and bold signature.

"Dear Jim:

During consideration of the military procurement bill for the coming fiscal year, a number of amendments were proposed seeking to legislate a deadline for American involvement in Indochina. The debate centered on the Nedzi-Whalen amendment, which the House rejected June 17th by a vote of 254 to 158.

This action by the House of Representatives helped materially to strengthen the efforts of this Administration to achieve a cease-fire, the release of American prisoners, and the negotiation of a just peace. I appreciate very much your vote and those cast by 253 of your colleagues.

While we continue to reduce American forces in Indochina, various proposals may be advanced in Congress similar to Nedzi-Whalen. Their adoption would seriously jeopardize the progress we are making in ending American involvement in Vietnam and in achieving a just peace.

I look forward to working with you in the months ahead so that together we might increase the chances not only of ending this war but also of ensuring that other Americans will not have to fight other wars in the future.

In the spring of 1971, over 300,000 American troops were still stationed in Vietnam as the relentless war raged on, resulting in high American casualties with no clear end in sight. During this period, a new organization, 'Vietnam Veterans Against the War,' initiated a week of nationwide protests beginning on April 24. A massive demonstration took place in Washington that same week, drawing nearly 200,000 participants. By April 29, 1971, the number of American deaths in Vietnam had exceeded 45,000.

In response to the escalating demand for a swifter conclusion to the war, several Senators and Representatives pushed for amendments to military expenditure bills. These amendments aimed to restrict the use of funds for the deployment or maintenance of United States armed forces in Indochina beyond specific dates. Then, on June 13, 1971, the Pentagon Papers were published by The New York Times, revealing that the government had deceived the nation when initially entering the Vietnam War.

The Nixon administration vehemently opposed the amendments that proposed a deadline for the withdrawal of all U.S. forces from Indochina, arguing that they would prolong the war. Through vigorous efforts, they successfully thwarted the timetables. The Senate rejected them on two votes on June 16, and the House followed suit the next day.

As a symbolic gesture, on June 22, the Senate passed a non-binding resolution urging the removal of all American troops from Vietnam by the end of the year.
