Napoleon Bonaparte LS regarding fiscal reform: "there are many tontines and other establishments which abuse the good faith of the public"

 

1p LS in French inscribed in a clerical hand and signed by Napoleon Bonaparte (1769-1821) as "Nap" near bottom. Written in St. Cloud, France on June 24, 1810. The watermarked cream paper is in near fine condition, with expected light paper folds and isolated pin pricks, measuring 7.375" x 9". From the Marc-Arthur Kohn sale, "The Empire in Paris," December 2, 2013 (Paris, France), part of Lot 117.

 

Napoleon Bonaparte--emperor, military commander, and expert administrator--addressed this letter to his Minister of Public Treasury, Nicolas Francois, Count Mollien (1758-1850), in late June 1810.

 

Translation from the French:

 

“Monsieur Count Mollien, there are many tontines and other establishments which abuse the good faith of the public. The result was the attempt to bankrupt a large number of unfortunates. I want you to research this and file a report on methods to prevent these abuses and to put the citizen under bankruptcy protection, either by putting their money on the books or by some other means. On this, I pray that God keeps you in his holy care. S. Cloud June 24, 1810. Nap.”

 

Napoleon's foreign policy is often more discussed than his domestic policy. Nevertheless, it is important to evaluate how Napoleon managed France as well as the empire. Napoleon implemented ambitious changes to French administration, military, education, law, finance, transportation, and religion. His emphasis on equality among men was consistent with French Revolutionary ideals, and his concern with universal law can be seen in his Napoleonic Code.

 

Napoleon's concern that the average French citizen be safeguarded from predatory lending and other investment schemes was only one of many of Napoleon's reforms.
