An English ordnance document signed by numerous members of His Majesty's Office of Ordnance and with a payment made out to Hopton Haynes. 1 sheet (front and back), measuring 7.5" x 9", [London], dated March 18, 1728. On verso is a record of receipt of payment, dated two days later on March 20th. The document has flattened folds with moderate toning, foxing, and soiling throughout. Areas of staining from a seal are present at the upper margin. Boldly signed by all.

The document orders Edward Farmer to pay a total of £26"0"11 to three separate parties for musket barrels, traveling costs, and lawyer fees. The final payment was made to Hopton Haynes "for the Half Part of the Charge of a lawsuit against the Overseers of the Poor for the liberty of the Tower." Signed at the conclusion by John Armstrong, George Gregory, Thomas White, and Leonard Smelt.

Hopton Haynes (1667–1749) entered the service of the Royal Mint as weigher and teller in 1696 or early in 1697, almost at the same time as Sir Isaac Newton's appointment as Warden. He and Newton became close friends, and it was through Haynes that William Whiston, in 1712, communicated with Newton on the subject of baptism. This ordnance document was written almost exactly one year after the death of Newton. Concerning the payment made to Haynes: In England, Overseers of the Poor administered poor relief such as money, food, and clothing as part of the Poor Law system. Liberties were areas of widely variable extent which were independent of the usual system of hundreds and boroughs for a number of different reasons, usually to do with peculiarities of tenure. The Liberty of the Tower was a liberty in the London Borough of Tower Hamlets, Central London, which includes both Tower Hill and the Tower of London.

Major-General John Armstrong (1674-1742) was a British military engineer and soldier, who served as Chief Royal Engineer and Surveyor-General of the Ordnance. He fought in the Nine Years War and the War of the Spanish Succession and also played a leading role in establishing the Royal Military Academy in Woolwich as a dedicated training academy for engineers.
