A 1p document signed by 36th U.S. President Lyndon B. Johnson (1908-1973), as "Lyndon B. Johnson" at lower right. Issued from Washington, D.C. on June 4, 1965.
Also co-signed by U.S. Secretary of State Dean Rusk (1909-1994), as "Dean Rusk" at lower center. The document from the Bureau of Engraving and Printing is partly printed and partly handwritten on a large sheet of paper affixed to a medium-weight artist's illustration board. A presidential seal of embossed paper is located at lower left. Expected wear including isolated surface wrinkles and isolated edge darkening. The presidential seal has a minor closed tear affecting one of its lobes, mentioned just for accuracy. Else near fine. 22.75" x 18.875."

President Johnson appointed J. Curtis Counts (1915-1999), a California business executive with considerable human resources training, as "a Member of the National Labor-Management Panel for a term expiring May 22, 1968…" President John F. Kennedy had appointed J. Curtis Counts as a Member of the National Labor-Management Panel in May 1963, so Johnson's appointment actually represented a renewal of Counts's membership.

The National Labor-Management Panel was established in the wake of the 1947 Labor Management Relations Act, also known as the Taft-Hartley Act, to mediate labor disputes before wide-scale strikes, boycotts, or related work stoppages occurred. The Panel was a 12-person committee of presidentially appointed members, six of which represented labor, and six of which represented management. Panel members served an important role: in the words of the legal code itself, their "duty…[was] to advise in the avoidance of industrial controversies and the manner in which mediation and voluntary adjustment shall be administered, particularly with reference to controversies affecting the general welfare of the country."

J. Curtis Counts's work experience had been gained in the private industrial sector. He had climbed the corporate ladder at Douglas Aircraft Company after 1941, serving as director of employee relations from 1948-1960, and as vice president of employee relations after 1964. His experience serving as a member of the National Labor-Management Panel made him an attractive candidate for greater offices. Counts was named the 6th Director of the Federal Mediation and Conciliation Service by President Richard M. Nixon in 1969; he served in this capacity until 1973. During his directorship, Counts ably diffused numerous company-union squabbles, and communicated well with union leadership of the AFL-CIO, Teamsters, and United Auto Workers.

Lyndon B. Johnson served as president between November 1963 and January 1969. Dean Rusk served as U.S. Secretary of State between January 1961 and January 1969.

In addition, we compare our shipping and handling rates against those of other auction houses, to ensure that our charges are among the lowest in the trade.
