Joshua Chamberlain's adept leadership of a Maine regiment at Little Round Top at the Battle of Gettysburg earned him a Medal of Honor. Chamberlain's forces repelled repeated Confederate attacks, and engaged in a dramatic down-hill bayonet charge which forced the enemy's retreat. After the Civil War, Chamberlain served as the 32nd Governor of Maine (1867-1871). When he signed this document, Chamberlain was a year into his 12-year-long tenure as president of his alma mater, Bowdoin College, and he was also involved in the state militia.

Joseph T. Woodward (born 1838) served as the Adjutant General of the 21st Maine Infantry Regiment during the Civil War until he was invalided in 1863. Besides serving in the state legislature, Woodward wrote the Historic Record and Complete Biographic Roster, 21st Me. Vols. with Reunion Records of the 21st Maine Regimental Association, by Adj't Jos. T. Woodward, Sec'y and Historian of the Association (1907). He was later appointed State Librarian by then Governor Joshua Chamberlain.
