John W. Taylor ALS $100,000 appropriated by Congress vs. Barbary Pirates

1p of a bifolium, measuring 7.75" x 9.75", Washington, D.C., dated February 17, 1817. Signed "John W. Taylor" as a House of Representative member from New York, and addressed to Littleton W. Tazwell Esq. The letter concerns payment for money appropriate by Congress, used for ships in the Bay of Algiers. Reading in part:

"Early last month I transmitted to you copies of - certain papers…authorising me to receive the divided due to M.W. Bostwick of 100,000 dollars appropriated by Congress of the Algerine vessels restored to the Bay of Algiers. Also a receipt for $124.05 with the liability therein mentioned…As the session of Congress is drawing towards a close & as neither of my letters has yet been acknowledged I take the liberty of calling your attention to this business & request that you will either transmit to me a draft for the divided above mentioned or return my receipt with its accompanying papers." With flattened mail folds and spots of foxing. Paper loss on the last page from a broken wax seal - does not affect any text. Tape is present at the left edge. Boldly signed.

Following the American Revolution, the United States saw numerous conflicts with the Barbary states, leading to the formation of the U.S. Navy in March 1794. Although the U.S. secured a peace treaty with the Barbary states, it was compelled to pay ransoms and tributes in order to protect ships from attack. By 1800, payments amounted to 20% of the U.S. government's annual expenditures. In 1815, the Second Barbary War (U.S. - Algerian War) broke out, lasting from mid-June to early July 1815. A treaty was signed on July 3, 1815, in the Bay of Algiers, marking the beginning of the end of piracy in the region. John W. Taylor (1784-1854) twice served as Speaker of the House, in 1820 and in 1825.
