John Quincy Adams appoints the Vermont Republican newspaper of Windsor official publishers of the laws of the United States

Partly printed Circular Letter Signed, "J. Q. Adams," as Secretary of State, 1p, 7.75" x 10.75", Washington, November 16, 1818, with several emendations in his hand, informing the publisher of the Vermont Republican that his paper had been selected to print official acts of the federal government. Margins slightly irregular, damp stained spot at top left affects two words of text, a few minor pinholes and tears along folds, else very good.

An unusual and scarce document conferring the coveted privilege of serving as an official printer responsible for "publishing the Acts, Resolutions, Treaties &c. which may be approved and ratified during the Second Session of the Fifteenth Congress." The government was to pay the newspaper upon completion of all printing related to that particular session of Congress. During the course of printing the papers were required to forward a copy to the State Department, and notes that "it has been usual for the publisher of the Acts of Congress to furnish the Department with their respective papers for the entire year; and it is hoped that, under the present appointment, you will conform to that custom." Adams chose to add a line next to the last sentence, observing that they were to be sent, "without additional charge, however, on that account." (He was essentially saying that the paper was to absorb the cost of forwarding the papers. Adams also took pains to stress the paper's responsibilities. In the bottom margin, he wrote: "You will not fail to observe, in publishing the Laws, Resolutions, and Treaties, all the requisites prescribed by the act of Congress of 20, April 1818 - 'to provide for the publication of the Laws of the United States, and for other purposes.'"

Below the main text, Adams identifies the recipients as "Ide & Aldrich" after crossing out the name "Jesse Cochran" as "The Editors of the Vermont Republican, Windsor."
