John Quincy Adams ALS as Chairman of the Committee of Manufactures of the House of Representatives

A 1p autograph letter signed by former 6th U.S. President John Quincy Adams (1767-1848), then serving in his role as Chairman of the U.S. House of Representatives' Committee of Manufactures, as "J.Q. Adams" near center right. N.d., n.p., but accompanied by a separate leaf in the hand of the Clerk of the House of Representatives dated January 11, 1833. Engrossed by Adams on bifold paper. The inner pages are blank and the outer page is docketed by another hand as "No. 221." Expected folds and a few discrete mounting tabs along the top verso. Ghost ink impressions corresponding to several ink smears in Adams's last lines of text can be found at bottom. Isolated stains to the outer page. Else near fine. 8" x 10." Also comes with a Letter of Authenticity from PSA/DNA Authentication Services, Certification number W09593, dated July 10, 2014.

Adams addressed this letter to "Duff Green Esqr. Printer to Congress," no doubt wishing Green to print the letter and prepare it for wider circulation among U.S. Congressmen.

In part:

"Sir

I am directed by the Committee of Manufacturers to enclose to you a Copy of the Resolution of the House referred to them by the House on the 11th instt. and to request the information which will be necessary to enable them to report thereon to the House.

Adams served as the Chairman of the U.S. House of Representatives' Committee on Manufactures from 1831-1841, and from 1843-1847, concurrent to his time as a Congressman from Massachusetts, from 1831-1848. The Committee on Manufactures, separated from its predecessor organization the Committee on Commerce and Manufactures in 1819, was tasked with regulating issues pertaining to the "manufacturing industries." As congressional records indicate, this usually meant discussing duties on consumer goods and imposing tariffs to protect the domestic economy. John Quincy Adams's distinctive spidery handwriting is believed to appear throughout the docket books for the 23rd-28th Congresses, testifying to his hands-on manner of chairing the committee.

The accompanying 1p leaf is entirely engrossed by Matthew St. Clair Clarke (1791-1852). He was a Pennsylvania Congressman who served as Clerk of the U.S. House of Representatives from 1821-1833, and from 1841-1843. Clarke's document mentions a motion presented by Vermont Congressman Horace Everett (1779-1851), who served in Congress from 1829-1843. A closed tear located at top, and two mounting tabs located verso, else near fine.

"On motion of Mr H. Everett

Resolved,

That the committee on manufactures be requested to report to this House, whether the order of this House passed on the 28th of May last, directing the returns of the agents employed by the Treasury Department to collect information in relation to the Manufactures of the United States, has been executed, and if not, the reason why it has not been executed…"

John Quincy Adams served as president between 1825-1829.
