John Nicholson Signed PA Assumed Debt Stock 1 Year Before Impeachment

A Pennsylvania Assumed Debt signed by John W. Nicholson "Jno. Nicholson", the comptroller general of Pennsylvania from 1782 to 1794. 1p, measuring 9" x 7.75", Philadelphia, dated March 22, 1792. The certificate has flattened folds, cancel cuts, uneven edges, and minor foxing. Boldly signed, overall very good.

The certificate, No. 178, certifies that the Commonwealth of Pennsylvania pledges to pay Samuel Rogers "an Interest at the rate of Three per centum per annum, on Two hundred and sixty six 76/100 Dollars of Three per cent Stock of the Unites States, accruing on Assumed Debt of this State…" Accompanied by a lithograph of The Phoenix and The Rose engaged by enemy fire on August 16, 1776, created by G. Hayward for D. T. Valentines' Manuel of 1864. 

John Nicholson (1757-1800), comptroller general of Pennsylvania and a land company promoter was born in Wales and emigrated to Philadelphia with his brother Samuel prior to the American Revolution. He was appointed comptroller general in 1782 and for the next twelve years he oversaw the fiscal development of Pennsylvania. Under his management, the state was the first to be restored to financial stability after the turmoil of the Revolution. He promoted economic development through both transportation improvements and industrial innovation, while also sponsoring many important American inventors and mechanics, including the steamboat inventor John Fitch.

However, Nicholson's high-handed methods increasingly came under attack and he was impeached on a charge of diverting state funds in 1793. Nicholson was increasingly involved in land speculation on a wildly grand scale, often in partnership with Revolutionary financier Robert Morris, who also found himself in financial trouble. He was acquitted by the Senate in 1794 but resigned all his offices and ended up in debtors prison alongside Morris in 1799. He suffered a complete mental and physical breakdown and died in prison on December 5, 1800, leaving debts of over $4 million.
