The document reads, in full: "Resolved that it does not appear improper to the Council that the bill entitled 'An Act to revise the Laws for the support of the Public Hospital in the City of New York' should become a Law of this State."

The "Public Hospital" to which Jay refers, is today known as Bellevue Hospital. Founded in 1736, it is the oldest continually-running public hospital in the United States. Originally on the grounds of City Hall, in 1798, the City of New York purchased Belle Vue farm, located on Kips Bay, then several miles outside of the city proper. The site, which had been used for quarantine during yellow fever epidemics, was considered a more healthful environment for the city's sick residents.
