Jay John

1p partly printed and partly handwritten document signed by acting 2nd Governor of New York John Jay (1745-1829) as "John Jay --" in the upper left corner of document under an embossed Excelsior seal with American eagle. Also signed by Secretary Daniel Hale (1759-1798) as "Daniel Hale" along bottom margin. Docket information appears verso. In very good condition. With expected fold marks, some well-defined and partly torn. The back of the document has been professionally reinforced with wax paper backing. Document measures 15" x 9.5" partly unfolded.

 

From Albany on April 11, 1800, 2nd Governor of New York John Jay authorized the appointment of Second Major John Dunning to command a company of Saratoga County militia under Lieutenant Colonel Commandant Samuel Clarke. Dunning was promoted by "The People of the State of New-York, By the Grace of GOD, Free and Independent: … reposing especial trust and confidence, as well in your Patriotism, Conduct and Loyalty, as in your Valour [sic] and readiness to do us good and faithful Service … ". The document was signed and "WITNESS[ed by] our trusty and well-beloved JOHN JAY, Esquire, Governor of the State of New-York, General and Commander in Chief of all the Militia, and Admiral of the Navy of the same … " Dunning's promotion was duly recorded by Secretary Hale on April 25, 1800.

 

Founding Father John Jay played various critical roles during the American Revolution and Federal periods. An early patriot, the New York trained lawyer was a member of the New York Committee of Correspondence and served as President of the Second Continental Congress. Jay drummed up financial support for the American Revolution in Spain like his counterpart Benjamin Franklin did in France, later honing his diplomatic skills by negotiating the 1783 Treaty of Paris, and by serving as the 1st U.S. Secretary of State. Jay contributed to the Federalist Papers, acted as 1st U.S. Chief Justice between 1789-1795, and, as we know from this document, served as the 2nd Governor of New York between 1795-1801.

 

Daniel Hale served as Secretary of New York between 1798-1801 and 1810-1811.

 

Historical records indicate that General John Dunning (1767-1850) continued his career in the military. He was promoted to first major in 1804. During the War of 1812 Dunning commanded a New York regiment under Lt. Col. Michael Smith, serving in Long Island. Before his death in 1850, Dunning was promoted to General. In addition Dunning served as Sheriff of Saratoga County in 1823 and 1829.
