Jimmy Carter & Menachem Begin Thank Philip Habib, Career U.S. Diplomat

 

A small collection of letters and photographs addressed to career American diplomat Philip Habib (1920-1992) and signed by 39th U.S. President Jimmy Carter (born 1924) and 6th Prime Minister of Israel Menachem Begin (1913-1992). 3 pieces total, overall in near fine condition.

 

The lot is comprised of:

 

1. 1p typed letter signed by sitting President Jimmy Carter as "Jimmy Carter" at lower right. Written in Washington, D.C. on March 14, 1978. On watermarked cream stationery with "The White House / Washington" letterhead, complete with a blind embossed presidential seal at top. Expected light paper folds, else near fine. 7" x 10.5". Accompanied by the original transmittal envelope addressed to "The Honorable Philip C. Habib / Under Secretary of State / for Political Affairs / Washington, D.C." Letter-opened at top, else near fine.

 

Carter wrote to Philip Habib, departing Under Secretary of State for Political Affairs, in part:

 

"It is with the deepest regret that I accept your resignation as Under Secretary of State for Political Affairs, effective April 1, 1978.

 

Your knowledge, professionalism and common sense have enabled you to make a unique contribution to major foreign policy interests of this country during an enviable record of service. Your performance has met the highest standards of the Foreign Service which is proud to name you among its most distinguished members. My personal view is, as I told the Cabinet last month when you were present, that I consider you to be one of the great men of our country…"

 

Philip Habib began his term as Under Secretary of State for Political Affairs, the highest post granted to a Foreign Service officer, in July 1976, but had suffered a massive heart attack in early 1978. Habib suffered at least two more heart attacks before his death in 1992.

 

2. 1p typed letter signed by ex-President Jimmy Carter as "Jimmy Carter" at center. Dated December 3, 1987. On "Jimmy Carter" stationery with a gilt star and blind embossed eagle head at top. Expected light paper folds, wrinkles, and several staple holes. Else very good to near fine. 8.375" x 11".

 

Philip Habib received this letter from Jimmy Carter just five months after he had resigned his presidentially-appointed post as Special Envoy to Central America. Carter wrote in part:

 

"I am deeply grateful for your participation in our Middle East consultation. The meetings were timely and the interchange was vigorous…We accomplished the goal of finding common areas of agreement on two of the most emotionally charged and strategically sensitive issues: the Gulf war and the Arab-Israel conflict…"

 

Habib's diplomatic experience in the Middle East included his time there as President Reagan's Special Envoy. In 1982, Habib's efforts at negotiating the peaceful withdrawal of the Palestinian Liberation Organization from Beirut, Lebanon had led to his nomination for the Nobel Peace Prize.

 

3. Black and white semi-glossy photographic print of Menachem Begin signed by him in the bottom margin, in English as "M. Begin" at left, and in Hebrew at right. The photo is secretarially inscribed "To: Mr. Philip Habib / With best wishes and warmest regards". With a few wrinkles and paper clip impressions along the edges, else near fine. 9.3875" x 11.75".

 

Philip Habib had worked closely with Menachem Begin and Egyptian President Anwar Sadat in 1977; his negotiations paved the way for Jimmy Carter's Camp David Accords.

 

Philip Habib had joined the U.S. Foreign Service in 1949; he served in South Korea, South Vietnam, the Philippines, Costa Rica, Nicaragua, Canada, New Zealand, and the Middle East. The New York Times eulogized Habib as "the outstanding professional diplomat of his generation in the United States."
