The Jefferson Davis Monument Association was founded in 1889 with the intent of raising money to build a monument as well as to have Davis's body reinterred in Richmond. Relying on United Confederate Veterans and the Richmond Chamber of Commerce, the group sought $250,000 for the project. Once sufficient funds were acquired, Davis' wife Varina chose Monroe Park as a location, and a competition for the design of the memorial was announced in 1896. A temple-form design by Percy Griffen of New York was selected, and the cornerstone was laid at the 6th Annual UCV Reunion. However, construction was soon abandoned due to a lack of funds. The project sat idling until 1902 when the United Daughters of the Confederacy (UDC) took up the cause. Two years later, the UDC requested a site for the Davis Memorial on Monument Avenue from the city council, and the final monument was constructed at the intersection of Monument Avenue and Cedar Avenue (later renamed Davis Ave).
