James Buchanan "Affix the Seal" for Appointment of Minister to France Charles Faulkner, Later Arrested for Treason
Partially printed DS
A signed document in which James Buchanan orders to affix the seal to a French letter. 1p of a bifolium, measuring 8" x 10.5", Washington, D.C., dated January 18, 1860. President Buchanan authorizes and directs the Secretary of State to affix the Seal of the United States to "the envelope of a letter addressed to His Imperial Majesty the Emperor of the French (Mr. Faulkner's letter of credence)…" With flattened folds and toning at the edges and folds. Faint foxing and soiling. Minor loss to the final blank page edge. Mounting residue on verso. Clear, attractive signature.

Charles Faulkner (1806-1884) was appointed as Minister to France in 1860 by President Buchanan and served until the onset of the Civil War. Upon Lincoln's election, he was replaced by William L. Dayton and arrested upon his return to the United States on charges of negotiating sales of arms for the Confederacy while in France. An exchange was planned following the First Battle of Bull Run, but Confederate President Jefferson Davis wanted to make Faulkner's arrest an example before the civilized world. Union forces allowed Faulkner a 30-day parole to plead his case in Richmond, which Davis reluctantly consented to, and Faulkner was finally released in December 1861. Days after his release, Faulkner enlisted in the Confederate Army and was appointed lieutenant colonel and assistant adjutant general on the staff of General Thomas J. "Stonewall" Jackson.
