In full, loosely translated, "We intend to go to Basel in August this year to convene that month the 6th Congress, at this time we would be considering the 16 or the 23 August. The Congress will take a week. The agenda will be set later. We ask you now kindly whether you agree that the Congress will take place at this time and what date you choose. For your files please reply by return of post Š—_ "

The 6th Zionist Congress, the last to be presided over by Theodor Herzl, convened in Basel, Switzerland, on August 23, 1903. It was the largest Zionist Congress held to date with approximately 600 delegates participating. The major issue discussed at the Congress was the Ugandan Proposal. In an April 1903 meeting with Herzl, Joseph Chamberlain, British Colonial Secretary, had proposed a plan for an autonomous Jewish settlement in Uganda, East Africa. Herzl thought that this plan could be an interim solution to solve the suffering of Jews in Europe until Palestine was viable. By a vote of 295 - 178 with 98 abstentions, it was agreed that a commission would be sent to East Africa to investigate the possibility. Herzl died in 1904. After investigations, the British offer was declined; the Zionists were firmly committed to a Jewish homeland in Palestine. The Uganda Proposal was taken off the agenda at the 7th Zionist Congress in 1905.
