Upon his appointment as Harding's Secretary of Commerce in 1921, Hoover undertook the department's reorganization. Initiating the first steps to insure governmental supervision of radio broadcasting and commercial aviation, he also promoted studies which led to the construction of the Hoover Dam and the St. Lawrence Seaway. In 1923, Hoover was retained as Secretary of Commerce by Coolidge.

In 1927, Hoover began his campaign for the presidential nomination indirectly by supervising relief efforts in the Mississippi flood. Known for his monumental humanitarian relief work in Europe during and after World War I, Hoover was called on to organize relief for the victims of the epic disaster. He swung into action, assembling hundreds of ships to carry supplies, overseeing the creation of tent cities for refugees, and making radio and press appeals that helped raise millions of dollars for the Red Cross.

Under George Lorimer, as editor from 1899 to 1936, The Saturday Evening Post became an immensely successful and influential magazine; its circulation rose from several thousand to more than one million. Lorimer published the works of some of the greatest American writers and hired the then-unknown illustrator Norman Rockwell to create cover artwork. Lorimer knew many presidents personally, and nearly every president during his editorship contributed to the Post, but he was most active in promoting the fortunes of Herbert Hoover. Lorimer and Hoover had a lifelong friendship. President Herbert Hoover was a pallbearer at Lorimer's funeral.
