Counter-signed by sitting U.S. Secretary of State Dean Acheson (1893-1971) as "Dean Acheson" at lower left. President Truman appointed Walter H. Judd (1898-1994), a U.S. Congressman from Minnesota and also a close personal friend, to serve as an "Alternate Delegate on the part of the United States of America to the signing of the Security Treaty between Australia, New Zealand, and the United States of America, at San Francisco, California, September 1, 1951…"

The Australia, New Zealand, United States Treaty (ANZUS) was signed in San Francisco on September 1, 1951. The treaty, comprised of eleven articles, outlined the terms of a special defense pact between Australia, New Zealand, and the U.S., including Article II, in part, that "the Parties separately and jointly by self-help and mutual aid will maintain and develop their individual and collective capacity to resist armed attack…" These three English-speaking countries had a long-established tradition of training side by side, sharing intelligence, and fighting together during military operations in World War I and World War II, to the then still on-going Korean War. This mutual defense contract was established to protect the United States, New Zealand, and Australia from Communist threats in the Pacific Theatre.

Walter H. Judd had served as a missionary physician in China during the 1920s and 1930s, gaining a deep understanding and sincere appreciation of the country. During his congressional tenure, from 1943-1963, Judd became one of the strongest advocates of Chinese Nationalist interests in the United States, and also one of the fiercest critics of Chinese Communism. His Truman appointment acknowledged his experience with and expertise in Asian affairs.
